A shopping mall GM complained to me that both the tenants and the shoppers are not civic-minded, he has to hire more cleaners as a result of that.
I never manage a shopping mall before but I suppose it is the same as managing a CCTV system. A good CCTV system should be your first line of protection, that's to prevent crime from happening.
Back to the mall, the problem may not be the tenants or the shoppers but trash can. The manager should find out if the mall had enough trash can and if they were strategically located.
Like a good CCTV system to prevent crime, a good "Trash Can System" is their first line of protection to prevent people from littering.
Prevention is always better than cure.
Make sure you wear your "helmet" when you hit the road... well, I suppose any trash can is better than no trash can.

love the photo. Yes, a bucket is better than nothing. I'd assume that most retail and food industry managers know that the in general people are lazy and will not do anything that requires extra effort. So if a trash can is on the other side of the room, the trash is staying on the table. Again, just a generalization.
Prevention is the key.
