In English criminal low, incitement was an anticipatory common law offence and was the act of persuading, encouraging, instigating, pressuring, or threatening so as to cause another to commit a crime.
To me that statement is too extreme but in my previous post, Talisman, I did mention that big outdoor CCTV camera is a talisman which can ward off potential burglar or thief.
